A nation where public safety grows from the strength of its communities.

Our Foundation

SCOPE started with a small group of engineering students at the University of South Florida who wanted to use their skills to solve real public safety challenges in their own community. Instead of building abstract class projects, they focused on practical solutions, launching with an emergency response drone and quickly expanding to address communication gaps during critical operations. Within months, the team grew to more than 100 members and began making measurable impact beyond campus.

As the model gained momentum, it grew into SCOPE USA. Our vision is simple: a nation where public safety is strengthened by the communities themselves, connected through a network that turns local ideas into real-world impact.

To advance public safety by  fostering a collaborative network of individuals creating innovative solutions that build resilient communities.

SCOPE operates through a decentralized hub model, where each hub works within its local community to develop innovation and preparedness initiatives that address regional public safety needs. By connecting independent but aligned hubs, SCOPE creates a scalable framework that allows solutions to grow from local impact to national reach. Our work centers on two core efforts, Community Solutions and Educational Development, ensuring that innovation and real-world impact move forward together.

Meet the Founder

Yusuf Elmenayer founded SCOPE out of a belief that public safety should be driven by the people it serves.

Seeing real gaps in communication, coordination, and preparedness within local communities, Yusuf wanted to build a platform where innovation could translate directly into impact.

SCOPE was created to empower individuals to develop practical solutions, strengthen resilience, and take ownership of safety in their own communities.

whats next?

SCOPE is expanding to new universities by launching additional hubs that bring locally driven public safety innovation to more communities. At the same time, we are strengthening our existing programs, turning initiatives into structured project models with measurable impact and stronger mentorship support.

We are also growing our youth education efforts to create early pathways into preparedness, engineering, and community service, continuing our commitment to building resilient, connected communities.
